Comparison of Neighborhood-Scale, Residential Property Flood-Loss Assessment Methodologies

Leading flood loss estimation models include Federal Emergency Management Agency’s (FEMA’s) Hazus, FEMA’s Flood Assessment Structure Tool (FAST), and (U.S.) Hydrologic Engineering Center’s Impact Analysis (HEC-FIA), with each requiring different data input. No research to date has compared the resulting outcomes from such at a neighborhood scale. This examines building content estimates by Hazus Level 2, FAST, HEC-FIA, over levee-protected census block in Metairie, Jefferson Parish, Louisiana. Building attribute National Inventory (NSI) 2.0 are against “best available data” (BAD) collected individual scale Google Street View, Parish inventory, 2019 Cost Manual, assess sensitivity of input inventory selection. Results suggest that use BAD likely enhances accuracy existing reliance on default software or national set generalizes broad Although three give similar mean (median) loss, 2 results diverge those produced FAST HEC-FIA level. A statistically significant difference exists, but no is found between (i.e., NSI vs BAD), both vary due building-inventory-reported foundation height, type, number stories, replacement cost, cost. Moreover, also differs significantly depth-damage function (DDF), for depths corresponding longest return periods, differing DDF all periods tested, 10 500 years.
